Opening gourmet impling jars is the fastest method there is, at a 1 in 25 chance of an easy clue per jar. It is also the most expensive, because you are buying the jars rather than earning them, so it is the answer if you want clues specifically and the time matters more than the gold.

Pickpocketing H.A.M. members is the method most people actually use, at 1 in 50. The females need 15 Thieving and the males 20, and the rate is the same from both, so go for whichever is closer. The dungeon is dense, the respawns are instant and you are training Thieving while you do it, which is why it has been the standard answer for years.

Pickpocketing wealthy citizens is 1 in 85. The rate looks worse than it plays because you get around twenty attempts per distraction, but the wait between distractions drags the clues per hour below H.A.M. members in practice. Killing Brutus is 1 in 40 and worth knowing about if you are already there.

There is no shortage of sources beyond these. Easy clues drop from a long list of low level monsters, so if you are already killing something in that bracket you will accumulate them without trying.
